What do you tie the fog lights themselves into? Can you just splice into the low beam power/ground?

How about how to install the wire harness to power the fog lights
There has to be a way to get to these 4 screws (on each side ) from under the bumper (a panel or something to remove) so the whole bumper removal can be avoided – anyone try?
There has got to be a way from under the bumper to do this – has anyone tried? It is just 4 screws on each side – a panel under this must be able to be removed somewhere…..
