Ironically, the new pump would have fixed it. The owner would have paid 100x what an o-ring costs and would have been none-the-wiser. My local shops (all owned by the same crooks) would tell you to replace the engine.
I had that same issue with my 1999 Acura 3.5RL. Dealer wanted me to pay to replace the whole power steering pump. Took it to a Honda/Acura specialist and the mechanic knew it was that O-Ring. He replaced it and it has been fine since. That was 5 years ago.

You can drizzle a little atf around the fitting while running and the noise will go away temporarily if it's the 'O' ring.

My 2012 Accord did this exact noise and the solution was just to replace the o ring

Also if you see a lot of bubbles and foam in the PS reservoir, you know air is getting in.
Greedy mechanics: not only do you need to replace your whole steering system but also the engine and transmission just to be sure.
