Its a cav injector pump,simms pump on earlier fords.there is a good video on youtube on how to rebuild one.costs a fraction of a factory rebuild or alot less than a new one, just takes time and patience. Not rocket science, but dont think its needed tractor driving nice.ptfe tape do the job.(they are low pressure pumps)only a leak.
For 1200.00 you should be getting a new injection pump! Hope you have better luck with another mechanic or find a rebuilt injection pump.
