Using a puller wouldn’t be a bad idea but using some PB blaster or another penetrating fluid would help break up some of the rust holding the arm on.

OK, so I’ve got a 2000 Ram and something is different about the clip. I could use a suggestion before I just get some jaw pullers and yank it off. 🙂
If the clip has broken off, you should be able to lift it right off of the stud. The clip on the wiper arm is what helps to hold it in place. Hope this helps you out.
Anyway of getting the arm off without the clip…
If the clip is broken on the wiper of your Dodge Ram, then you would need to buy a new wiper for your truck.
What if the clip is broken…
They should be pretty tight. You might want to check that clip that holds the arms on to see if they need to be replaced.
What do you do if when you press then arms onto the drum head thing or whatever and it doesn’t click or anything….like the arms is really loose and can flop around
