What do you do if those two 10mm nuts that hold the bumper cover to the upper fender are just spinning with the bolts?

The bumper cover DOES NOT need to come off. Wheel, inner fender and the corner of the bumper cover thats it. Entire bumper cover does not need to come off nor does the grill. They are pretty simple, i did both for my neice.
