There is 3 or 2 bolts on the bottom. Than you need to lower your steering wheel all the way down. Than remove that handle that you use to lower steering wheel. Just pull it out. Than 2 pieces of that cover is held by plastic clips. All you have to do is pry them apart. Than you have to kinda pull it out with little force. No, You don’t have to take key part out.
Ok I am having a problem getting the top cover off the steering wheel column, how did you get it off? It’s at least held on by the tumbler/thing your keys go into.

when you take off all this is that the problem solves what is in need of replacement or …..?
