wire guide pulleys is what you call them. awesome DIY man.
if i were you id take the top one off and dab the fenders new hole with
paint ! so it wont rust make sure the hole is a bit larger first so the
screw can have play anyone would, your fender will catch on rust like fire,
it will would mess your shit up!

It’s really for lowered cars going over speed bumps or drive ways . It
helps by letting it adjust over the obstacle with breaking the ” bumper “.
And the rubber rings help bring the bumper back in place. It’s also used if
you remove your front bumper a lot. Kudos on making your own looks good

ebay for 30 bucks
the black things are called “wire guides” if its impossible to find these
another similar item would be “sliding door ball bearing roller/sliding
door roller”. i prefer wire guides tho, they look better.
