Here's the deal, there's no doubt that he is charging for his labor time. If the brake shoe has 40% left, you might as well do it because the labor's been paid for. Giving the customer an opportunity to evaluate the situation prior to closing it back up is the best bet.
If you don’t know already and a friendly reminder those holes on the drum; you can use a bolt that fits and when you ratchet it in it’ll push the drum out
Just put a couple bolts, one will probably even work by itself, into the face of the drum where it’s drilled. It’s designed that way to allow you to push the drum off instead of killing your ears trying to beat it off

Good mechanic and seem to be a cool guy, but FFS, put on some shoes or boots! Crocs or sandles on the job is Embarrassing and unacceptable.
