No point putting a new pump on anything unless you have checked the pressure in rail.
But not many actually mechanics work in dealers or garages these days just fitters that some don't understand what a diagnostic machine can actually do.
How many people on here have actually been shown how a diagnostic machine works

Two observations:

1. The fuel pump could also have been bad, maybe causing the control module to fail. The visible water damage might not have been the cause of the module working only at half power. While you are probably right, I wouldn't throw the previous shop under the bus for making the "wrong" call, it might have been right, but incomplete. Still not what they should have done but it would not mean they threw away 2000 dollars.

2. You could have called the module by substituting the pump with 10A load (2 headlight bulbs) and checking if that changed the current draw. You called it because the amp draw was not what you expected on the pump but were nervous on calling a 400 dollar part on that, while you could have compared with a known load (bulbs) to confirm your suspicion.
