One of the hardest repairs is to admit that the engine ecu is the actual problem. As a technician it’s almost always a last resort
Dealer technicians don't really get paid to diagnose. It isn't really a knowledge issue, it's just that there is profitable work to do instead of working for free on your 10 year old car with an obscure electrical issue.
It sucks, but that is the way the flat rate system works. Customers generally don't want to pay $250 per hour to scientifically prove these problems out, therefore the business has to adapt.

So from my understanding one of the 5v references in the ecm was down a volt amd this was enough evidence to condemn the ECM interesting

It's a damn shame 2 dealerships could not diagnose a bad ECM….
Technicians at these dealerships chase and replace
hoping to fix the problem costing customers a awful lot of money..
Nobody trouble shoots using common sense ! If the diagnostic scan cannot tell them ( they cannot fix it )
Aircraft wiring is all white lol
