Why did you put the dirty filter back in?

I changed my dads today and I'm pretty sure it's never been done it was soooo bad. When putting new one in I noticed a huge ball of dust lint hanging down from above where the filter goes. I tried to pull it out but it seems a lot is still up there and caught on something maybe plastic pieces. Would the glove box have to be removed to access the area above the filter? Thinking maybe its a nest
