Slot the bolt holes up top and bottom . If the fender doesn't ram the windshield molding, it may close the gap that way. Novas were like that as well, couldn't always close gap.

If need be. Weld steel coat hangers pieces down the gap edge,. It leaves a nice rounded edge,and you can close the gaps,and make look even, easily
