Police reports are not a reliable source of determining who is at fault in accidents – at least here in Massachusetts. If the police witnessed accident and note it in the report the facts presented should speak for themselves. If what a police officer reports after the fact as the cause of the accident you should be okay. For example if the driver of a parked car opens his door into oncoming traffic and the opemed door was hit by someone driving in that oncoming traffic then drive of the parked car is automaticlly determined to be at fault (at least in Mass.) The police officers just needs to report that fact inhis report. Most of the time, the police report will not provide an actual determinatio of fault – just info on day, date, time, location, damage, driver etc. that he collects upon arriving on the scene after an accident.

As a salesperson this just make us look even worse, at Larry H. Miller we don't do this. The only thing our dealership has is an addendum with optional extras for around $2000, but after that its the finance guy so extra warranties and insurance could be close to $10k! That's what could have happened to that woman saying yes to everything. But this dealer should have shown her what her payments would have looked like before she went to finance, because going from 40k to 65k with TTL is a BIG jump in payments which is roughly $700 to possibly $1000. She must of had a good income to not flinch at that, most people you can only float about $100 a month.
