The 12.6 volts static voltage is good. 13 to 14 v is only possible with engine running with a good alternator charging. The voltage needs to be checked while cranking to see the loaded voltage. This cranking voltage should be at least 9 volts. However you'll need another set of hands or a couple of alligator clips to do this test.
