Try this tip before buying a new liner, feed out your wire about 4" with a wire cutters give it a small nick at the wire tip. (really small) lift the shroud, loosen the tension rollers, cut the wire between the rollers, pull back on wire, to back drag the liner with the nick. then take a air nozzle blow out the scale the trap in the liner, that caused the drag speed. Re feed a new wire thru the rollers and liner, do as before, back drag the wire again with the nick.. what causes the problem is that the wire when shipp will gather oxidation,or not in use, creates a ristence to your speed feed. had my mig welder done like this for over 10 years, never have I bought a liner.
