Weld a lot more metal on at least to spread out the repaired area. Grind off the rust until you see good metal. Welding over rust isn’t going to fix anything. I’d weld on a C shaped piece after you clean up the area and spray it w/weld through primer at least. At the minimum Fish Plate that area.
That ain’t fixing nothing.

Weld to what? The base metal is gone. That needs a plate not some hack washer bullshit… why waste time uploading crap like this?
