I had the same problem. I was able to replace 6 glow plugs plus the controller but have 2 glow plugs that's wont come out. I'm pretty sure its carbon build up on the ends. None of the plugs that I removed were swollen and the engine has only 13k miles on it.  Any suggestions on how to remove the stuck plugs?

You used starting fluid? You still had 3 working glow plugs. Your lucky you didn't blow a manifold. NEVER use starting fluid in an engine that has glow plugs!!
