Why is there a random long bolt for the undertail plate?

Two years later, watching this video again because I have my own grom now and preparing for the fender eliminator kit to come in the mail.
How do we install a license plate after the fender eliminator
Almost thought you said "Whats up Black Kids?" at the beginning lol.
Love the look of a bike without all that crap hanging off the back and the integrated taillight looks good, but personally I would rather try and keep some turn signals in addition to the taillight for better visibility to the idiots out there on the road.
