This is how you do it on the pre facelift models
1. Remove plastics on top and bottom behind steering wheel
2. Turn key all the way then push the tap down while pushing out on the old cylinder
3. Once you get the cylinder out a little ways pry on it with a flathead or something while removing whatever you used to push the tap down with in step 2.
4. Once you have the old one out reinstall top and bottom plastics
5. Insert new cylinder and turn key back to off position and you're done

1996 is different. the cover does not split around the key. the top cover goes down and around the key lock.
