Did you use new crankshaft/camshaft bolts?

Very nice video ..
The upper eccentric pulley is only to adjust camshaft #1 and #2 pulley alignment.. it has NO effect on #3 and #4 cam pulley.
The belt length (new) will always be the correct distance from crankshaft pulley.

This job is possible without specialty tools , and no need to remove upper intake manifold.
Just throttle body.

I believe Saab uses this after the GM acquisition. Also the Saturn L300. Not too bad of a job. This has the horrible oil cooler under the intake manifold that leaks oil into the coolant. EDIT; I got to 6:00 and you covered this.
