how do I know if it's the ignition switch or starter? I have a 98 Buick century and the car won't start but it's not the battery. the ignition has been feeling a bit weird and lots of flashing lights on the dash. I truly appreciate any help. Thank u!!!!

Any tricks to reinsert the lock cylinder all the way back in. Only goes in only so far and can’t get it to turn and seat.
