You could purchase a new set of bulbs at your local auto parts store.
Gonna see if I can get at it this weekend. I see actual mist drop on the lens. Even if it hasn’t rained. Do you purchase just the bulb itself or, is it in a cartridge?

Sometimes it’s the headlight bulbs that can cause this to happen. If they’re a low quality bulb the seals may be bad on the bulb. You could try to dry them out and buy a new set of bulbs.
Is there a big difference when you jump to an ’04 TC? Same darn condensation issue. Had it with my ’01. Driver side.

i have a 98 Lincoln town car that speedometer doesn’t mark the gas and the air conditioning doesn’t work not sure why i put some freon on it but doesn’t work
I they’re newer headlights and came with bulbs. Dry them out and replace the bulbs with better ones. Sometimes they inspect these head lights before shipping them out and leave the test bulbs in them. The gaskets on them aren’t the greatest and sometimes let the moisture in.
