The vents to blow on your feet should also be vacuum operated. Not real sure of the exact location on the actuator but I am 90% sure it is vacuum operated.
I am not 100% positive but Ithink your HVAC box desigh is similiar to mine, I did not know you had a Regal thought it was a Buick Century. With manual controls you still should have the defrost mechanism/door vacuum operated. Your blend doors will be manual as well since your car does not have the auto climate control module. Try searching HVAC box (Images) for a 1998 Buick Regal I found the same schematic I have in my Chilton manual. Google wont allow me to past the link on the reply.

No this solid state actuator would not be your fix. It would be a The Vacuum Heated/Defroster mode valve vacuum actuator.
Do a search on Vacuum Heated/Defroster mode valve vacuum actuator and Autozone should come up with instruction on how to replace.
Would a bad air blend door effect the defroster?
I am not 100% sure, I am not a auto mechanic and not familair with all vehicles. I am a semiconductor equipment maintenace technican, I am very mechanically inclined so doing most any task either electrical or mechanical I am comfortable doing.

The elctronic actuators on the Buick Century with auto climate conrols only open and close the doors to the vents on the drivers and passenger side vents upper body vents on dash. Yes there are other doors but they are mechanical doors (cable or possibly vacuum operated) they would open and close the door to allow air to the floor/feet.
Would this stop the air from blowing on your feet? Sometimes air blow on feet instead of the actual air vents.
